That is NOT exceptable! If I were him I would file a complaint with the Manager or the highest person of the BMV I am sure you could even file on with the gov't since they are part of it. If he passed and provided the right documents there should be NO reason what-so-ever that they could not issue it, without giving him a reason...a reason they can back up. That's my opinion.
