My boat dont want to go into reverse?

When it is out of the water it will go into reverse but when it is in the water it wont. When I engauge it into reverse it makes a grinding sound like it starts to but then the motor starts shaking like it cant. The bushings in my gearbox are bad could this be it? I also just changed my impeller,could this have anything to do with it?
