What does this all mean?

I am 30,and starting in my own home,have taken on extra jobs to make it nice,but opposite me a really nosy nasty neighbour lives.last week i put a pretty pink plant pot outside,next day he had the same one but larger,he never even speaks to me...now i find he is advertising as a 'handyman' offering 'odd jobs' around everywhere why is this?
