How to start a blog-help please!?

Hey, I'm really unsure of how to start a blog. I want to know what website I can do this (sort of like in the movie Julie&Julia) and how it'll be able to be seen by anyone but w/o them getting my personal info. I'd like as much help and description as I can get, please. I don't understand this at all!
