Tenants refuses Handyman's access, we are out of State.?

We are evicting tenants and they started to report violations, injuries and repairs. When we sent Property Manager there to take care of the situation, PM took advantages of us not being local. When we sent handyman, tenants refused access. Please advise what we should do. It is not easy to find a PM to manage a single family house, especially to manage bad tenants.Thanks.
